As I reflect on the past year, I am reminded of God's love and faithfulness toArrow and the families we serve. In the words of Jeremiah 31:3, “I have loved youwith an everlasting love; I have drawn you with unfailing kindness.” These wordscapture the heart of our mission at Arrow Child & Family Ministries—to offer thesame unconditional love and steadfast support to children, families, andcommunities in need. God’s love is the foundation of all that we do, and itempowers us to be agents of healing, hope, and restoration.This year marks significant progress and growth. Arrow continues to provide fostercare, adoption services, therapeutic and community services in Texas, growing tobecome the largest Child Placing Agency in the state. In Maryland, Arrow isexpanding our schools and community-based programs as the need and demand forservices grow. We remain committed to treating each child as an individual,ensuring the best interests of the child are paramount. With this individualizedapproach, we have seen how the love and care we provide help children overcometrauma and grow into who God created them to be.In 2024, Arrow’s subsidiary, 4Kids4Families, fully launched in East Texas, servingover 1,200 children and welcoming nearly 200 new employees. Within thecommunity-based care system in Texas, 4Kids has taken on case management andplacement responsibilities for all children in foster care across 23 counties in EastTexas. Our 4Kids staff has quickly introduced thoughtful changes to reduce theadditional trauma children endure when they are placed in the foster care system.Arrow’s work and growth would not be possible without the generous support ofour partners, donors, and volunteers. Your prayers, financial contributions, andtime have been instrumental in transforming the lives of children and families inour care. Together, we are making a significant impact. Hunt Valley SchoolIn January 2024, Arrow Center for Education relocatedone of its 3 nonpublic schools from Towson to HuntValley. This move allows the school, which enrollsstudents with behavioral, emotional, and intellectualdifferences, to provide full-day special education andrelated services to a maximum of 54 students.In the new, expanded location, Arrow Center forEducation Hunt Valley offers more than just academics.Students learn how to do housework in the fully equippedapartment, preparing them for independent living. The artand music classroom gives students a place to expressthemselves through different mediums. And when a quietspace is needed to reset, two sensory rooms are available.Before moving into the new school, students toured the building and shared their excitement. One student described the new space as “beautiful”and “unlike anything I’ve even seen” in a school, while another exclaimed “You thought of everything!”2024 was an amazing year for the Arrow Center for Education, located in Hunt Valley! Weare feeling so blessed that our beautiful new building has allowed increased engagement andopportunity for our students. There is a sense of pride and validation for both students and staffthat was wonderful to see! Since 2022, we have been addressing the root causes of familydisruptions and foster care recidivism through Family CenteredTreatment. This Maryland-based program is an intensive in-hometherapy model where practitioners work towards creating stability andempowering families to sustain positive change. Families typically seetheir practitioner for 4 hours each week over six months.In home services helps families learn new coping skills and equipparticipants by building on their intrinsic strengths, willingness togive, and hope. At the end of a treatment program, each family investsin their own community by working together on a local project.9 out of 10 families that participate in the program report Family Centered Treatment has made a positive impact on their lives, keeping families together and the lives of children stable. What is Kinship Care? Traditionally, when childrenare removed from their home after findings of abuse orneglect, they are placed in an unfamiliar setting withunfamiliar faces. Alternatively, kinship care seeks outrelatives and close family friends to care for thesechildren. This helps kids stay connected to theirschool, friends, and community. Being cared for by agrown-up a child knows and feels safe with can relievesome of the traumatic effects of entering in tosubstitute care.We launched our kinship care program in 2022 withthe goal of providing comprehensive support forkinship caregivers. Our team consists of family engagement specialists who assist families in preparing their homes to become licensed providers. These families are then able to accessresources like Medicaid and be financiallycompensated for opening their homes and lives. Since inception, we have worked with hundreds ofkinship families including grandparents, aunts, andolder siblings. The program continues to grow inresponse to strong demand for these placements, asArrow sees the impact kinship care has on thewellbeing of children. For the second consecutive year, a family nominated by Arrow hasbeen honored with the prestigious Kinship Family of the Year award, astatewide recognition presented by the Texas Alliance of Child andFamily Services (TACFS). This year, the Byerly Family received theaward in September, celebrating Ms. Brittaney Byerly’s remarkablededication to providing a loving and stable home for her five niecesand nephews.This recognition, made possible through Arrow's partnership withTACFS, highlights not only the resilience and selflessness of theByerly Family but also the collective impact of Arrow’s donors,volunteers, and leaders, whose support makes these life-changingmoments possible.“Brittaney Byerly stepped up in an extraordinary way to care for herfive nieces and nephews, ranging in age from 1 to 11, after theirparents faced personal struggles, and DFPS removed the children fromtheir care. Despite being young, single, and relocating from Florida toTexas, she sacrificed her comfort—living in a two-bedroom apartmentand sleeping on an air mattress—to keep the siblings together. With perseverance, she quickly became licensed to foster, ensured the children received behavioral health, educational, and medical services, and attended parenting training to meet their needs. T R A I N I N GS U P P O R T Reunification Training:Our annual eLearning course, launched inSeptember, provides caregivers with the skillsand knowledge to support children returning totheir biological families.Parent Collaboration Groups: Led by parents with lived experience, thesegroups offer support, mentorship, andconnections to resources like housing andemployment assistance, empowering parents ontheir reunification journey.At 4Kids4Families, our mission is to supportfamily reunification, foster a positive workculture, and enhance communityengagement. This year, our efforts have led tomeasurable successes and new partnershipsthat are making a lasting impact.C O M M U N I T YP A R T N E R S H I P SBuilding strong community relationships isessential to our success. Heart Gallery & Post-Adoption Grants:In partnership with The Fostering Collective,we’ve secured $725,000 in grants—$460,000 forThe Heart Gallery and $265,000 for post-adoption support.Child-Focused Recruitment: Our collaboration with the Dave ThomasFoundation has helped match 12 children withpermanent families, including two successfuladoptions. This achievement is made possiblethrough partnerships with nonprofits andgrassroots organizations.Community Support:Through outreach to local organizations, we’veincreased awareness and engagement aroundcommunity-based care. Over the past 10months, we’ve received generous financial andin-kind donations.

It has been just over a year since I joined Arrow, and during that time I have witnessedthe opening of the new Hunt Valley school campus, a new residential treatment home foryoung women in Maryland, the next phase of foster care privatization through 4kids inTyler, a weekend kinship camp in Washington County, and explosive growth inbehavioral services here in Texas. Back at the office, we have migrated to newaccounting and HR systems, launched an endowment campaign, refreshed our brandwith a new look, and modernized many of our operational processes. This has been ayear of change and hard work which will position us to be successful in the comingyears. I am fortunate to have the support of my staff, colleagues, and the Board ofDirectors here at Arrow. I am also grateful for our longtime friends who have been withus through many iterations and look forward to making new connections through ourevents and activities in 2025!
